When Accountability Systems Punish the Math Teaching Students Need

Most school and district leaders don't build accountability systems because they want shallow math teaching. They build them because they want consistency, improvement, and proof that students are moving forward.
Those are legitimate goals. But every accountability system rewards something — whether or not that's the intention. It rewards what gets noticed on a walkthrough, praised in a follow-up conversation, or flagged in a data meeting. It rewards what teachers learn they need to protect when time is short and scrutiny is high.
The real question isn't whether your district has an accountability system. It's whether that system is rewarding the math teaching students actually need.

Where the disconnect actually lives
Most leaders don't expect quiet rooms. Ask nearly any leader what they want to see in a math classroom, and they'll say student discourse — students reasoning out loud, explaining their thinking to each other, working through ideas together. That expectation is real, and most leaders mean it.
What often goes unexamined is what discourse actually requires: time. Real student reasoning is slower, and on the surface less efficient, than a teacher walking students through a clear explanation. And most leaders are also holding teachers to a pacing guide built around the second kind of lesson, not the first.
So a teacher trying to build discourse runs into two expectations that quietly contradict each other — “let students reason through this together” and “stay on pace.” When those two collide, pacing usually wins, because pacing is what gets checked on a walkthrough and named in a follow-up conversation.
When a lesson compresses to protect the pace, something shifts for students. Math becomes about speed and memory rather than sense-making. To a system still built on Vision 1 assumptions, all of that can get misread. Productive struggle looks like confusion. Student discourse looks like a management problem. Multiple strategies look inefficient. Slower pacing looks like poor planning. Student ownership looks like the teacher isn't teaching.

The cost of looking away
Think about a city that knows its water pipes are failing. The system is underground, out of sight, and expensive to fix. Every year it's easier to patch the visible symptoms and pass the real problem to the next administration. No single leader chose to let the infrastructure fail — but every leader who deferred the decision made the eventual failure worse, and made sure it landed hardest on the neighborhoods with the least power to demand a fix first.
Instructional systems work the same way. The infrastructure is hidden inside walkthroughs, follow-up conversations, and PLC norms most people never examine closely. It's invisible until you go looking for it — and it's tempting for any single leader to leave the deep repair work to whoever comes next, because it's slow and politically costly to take on directly.
But leaders who are several steps removed from a classroom don't feel the daily cost of that decision the way teachers and students do. A superintendent doesn't watch a student learn, in real time, that their confusion means they don't belong. A principal supervisor doesn't sit with a teacher deciding whether it's safe to let students struggle today. That distance makes deferral easy. It shouldn't make it consequence-free.
The students who inherit a deferred system are disproportionately the ones already carrying the weight of low expectations. They pay first, and they pay most.
Teachers already carry the daily weight of this contradiction. Leaders who defer the harder work of fixing the system aren't sparing themselves — they're just moving the weight downstream, onto teachers and students who have the least power to refuse it.

A district's real values don't live in its vision statement. They live in what its systems consistently notice, reward, and protect.
So ask honestly: What kind of classroom looks successful in your system? What kind of struggle gets read as productive, and what kind gets read as a problem? Where might you be rewarding speed when you say you value thinking — rewarding correct answers when you say you value sense-making — rewarding individual performance when you say you value community and discourse?
These aren't questions about blame. They're questions about coherence. A system can be perfectly coherent and still be coherently wrong.

Toward more honest accountability
Accountability doesn't have to disappear. It has to get more honest — honest about whether the system produces the experience students actually need, honest about whether daily practice matches the stated vision, and willing to protect the teachers taking the real risk of building it.
The goal was never just to move more students through math. It's to make sure more students experience math as a place where their thinking and their brilliance belong.
That takes leaders willing to look past a well-paced lesson and quick answers to see the system underneath. And then decide, honestly, what they're willing to fix — before it's the next leader's problem to inherit.
